Obama to address Congress on Sept 7, outlines priorities today

Washington, D.C., United States (AHN) – The White House was on an overdrive on Wednesday requesting a joint session of Congress at 8 p.m. on September 7 (next Wednesday) for a joint address by President Barack Obama who after addressing a select audience at the Rose Garden, issued a Presidential Memorandum to identify high impact, job-creating infrastructure projects.”

President Obama in the letter from the White House to House Speaker John Boehner (R-Ohio) and Senate Majority Leader Harry Reid (D-Nevada), said, “It is my intention to lay out a series of bipartisan proposals that the Congress can take immediately to continue to rebuild the American economy by strengthening small businesses, helping Americans get back to work, and putting more money in the paychecks of the middle class and working Americans, while still reducing our deficit and getting our fiscal house in order.”

The request for a joint session was confirmed by the offices of the leaders of both the houses but they did not issue any response immediately and the political pundits noted that the September 7 night is the same as a scheduled debate in California among the 2012 Republican presidential candidates.

Addressing journalists in Brady briefing room, Jay Carney, the White House press secretary called it, “coincidental,” adding, “There are a lot of factors that go into scheduling a joint session of Congress for a speech … You can never find a perfect time.”

On the opportunities to watch both the events, Carney said, “There are many channels to watch the president and to watch the debate.”

Earlier the President addressed a select audience in the Rose Garden calling on Congress to move forward in a bipartisan way to pass “a clean extension” of the Surface Transportation Bill (STB), which expires at the end of September, and “a clean extension” of the Federal Aviation Administration Reauthorization, which expires in mid-September.

Flanked by Secretary of Transportation Ray LaHood, AFL-CIO President and member of the President’s Council on Jobs and Competitiveness Richard Trumka, U.S. Chamber of Commerce COO David Chavern, and some of the workers who would be affected if Congress fails to act, President Obama said, “This bill (STB) provides funding for highway construction, bridge repair, mass transit systems and other essential projects that keep our people and our commerce moving quickly and safely.”

Obama cautioned, “If we allow the transportation bill to expire, over 4,000 workers will be immediately furloughed without pay. If it’s delayed for just 10 days, it will lose nearly $1 billion in highway funding — that’s money we can never get back. And if it’s delayed even longer, almost one million workers could lose their jobs over the course of the next year.”

Lambasting Congress track record with a latest refusal by the lawmakers to act for a while on FAA bill that finally got a nod until September 16, President Obama said, “When they come back next month, not only do they need to pass the transportation bill but they’ve also got to pass a clean extension of that FAA bill — for longer this time — and address back pay for the workers who were laid off during the last shutdown.”

Noting that, “This transportation bill has been renewed seven times in the last two years alone,” President Obama stressed that his “Secretary of Transportation, Ray LaHood — a Republican,” was present here while he called on, “Congress, as soon as they come back, to pass a clean extension of the surface transportation bill, along with a clean extension of the FAA bill, to give workers and communities across America the confidence that vital construction projects won’t come to a halt.”

Later the White House in a communique announced that President Obama issued, “a Presidential Memorandum directing departments and agencies to identify high impact, job-creating infrastructure projects that can be expedited through outstanding review and permitting processes.”

“Creating jobs is my highest priority as President, and investing in our nation’s infrastructure can help create those jobs and grow our economy,” the communique quoted President Obama as saying.

President Obama added: “That’s why I’m asking agencies across the federal government to identify infrastructure projects that will put folks back to work and help make our country stronger, and take immediate steps to push these projects across the finish line.”

Nation’s disaster relief agency FEMA says it is nearly broke

Washington, D.C., United States (AHN) – FEMA officials say they are not sure they will have enough money to help all the victims who suffered losses from Hurricane Irene this weekend.

A bad economy coupled with a string of costly disasters and political wrangling over the nation’s budget has left the Federal Emergency Management Agency nearly broke.

That means FEMA might not have the money to help communities and individuals hit by disasters in the future.

FEMA is the agency that responds when disasters such as tornadoes, hurricanes, flooding or wildfires cause widespread destruction in one or more communities.

However, it takes money to respond to emergencies, and FEMA has only $800,000 on hand. Although the agency can pay for emergency repairs, it does not have enough money to take on long-term projects.

Examples of long-term projects include rebuilding the schools, roads and other structures that were damaged or destroyed in recent tornadoes in places like Joplin, Missouri.

FEMA Administrator Craig Fugate said Monday that he was not sure the agency had enough money on hand to help victims of Hurricane Irene. Irene caused damage with extensive flooding in heavily populated areas from North Carolina to Vermont over the weekend.

Fugate said it was important for the US Congress to appropriate additional funds for the fiscal year ending Sept. 30 as well as increase appropriations for the 2012 fiscal year.

However, there is a sticking point.

Republican lawmakers have said that they favor giving FEMA more to deal with emergencies. However, they have also said they want to make sure that any additional money for to deal with disasters is cut from other programs instead of coming from new funding.

That has left the appropriations bill for FEMA, which is included in the appropriations for the Department of Homeland Security, hung up in the US Senate. FEMA, Democrats and the Obama administration have said they do not want to pit disaster victims against other Americans for assistance.

Franchisees spend considerable money on office space and supplies, vehicles, computer equipment and other items that do not directly impact their bottom line. After weeks or months have elapsed following the opening of a new business and after cash flow has been become an issue, most franchisees either scale-back the grand opening celebration or simply cut it out completely. A successful grand opening can often result in a short-cut to sales and revenues that otherwise might have been longer in the making.

Biden attributes S&P president change to business pressure

Washington, D.C., United States (AHN) – U.S. Vice President Joe Biden attributed on Sunday the leadership change in rating agency Standard & Poor’s to business pressure.

Biden, who just returned from a nine-day Asian trip, opined that American businessmen probably pressured S&P to change its president because the agency’s Aug. 5 downgrade of the U.S. debt to AA+ plus triple A had a negative impact on the American economy.

However, he stressed that the pressure did not come from Washington, which is investigating S&P’s downgrade.

S&P parent company McGraw-Hill announced on Aug. 22 that current president, Deven Sharma, will step down and Citibank Chief Operating Officer Douglas Petersen will take over beginning Sept. 12.

McGraw-Hill said that the process of replacing Sharma started before the U.S. downgrade, which wiped out $2.5 trillion from the market value of global equities on the first trading day after the S&P rating cut.

Biden, when he was in China, assured Asia that the U.S. will never default on its debt. He made the statement to placate Beijing, which has a large holding of dollar assets.

China, which holds $1 trillion of U.S. debt, called on Washington to do more to reduce its budget deficit. China is the U.S. government’s biggest foreign creditor.

Bernanke plays diplomat on next Fed moves, cautions Congress

Washington, D.C., United States (AHN) – There was a recovery in the stock market with indicators closing on a slightly higher level after dipping earlier as Federal Reserve Ben Bernanke on Friday reiterated his views that the next round of efforts to goad the economy on track are now out of the purview of the Fed.

Addressing a select audience at the Kansas City Federal Reserve Bank’s annual Jackson Hole, Wyoming, conference Bernanke urged Congress and the Obama Administration to work on the next steps to keep the ongoing feeble recovery on track and not let the recession take over.

Bernanke criticized U.S. lawmakers not only for their failure to do needful to generate jobs but also for their political bickering over the debt limit in the recent times.

Mincing no words, the Fed Chairman cautioned the lawmakers, “The negotiations that took place over the summer disrupted financial markets and probably the economy as well, and similar events in the future could, over time, seriously jeopardize the willingness of investors around the world to hold U.S. financial assets or to make direct investments in job-creating U.S. businesses.”

“Although the issue of fiscal sustainability must urgently be addressed, fiscal policy makers should not, as a consequence, disregard the fragility of the current economic recovery,” Bernanke said.

“Acting now to put in place a credible plan for reducing future deficits over the longer term, while being attentive to the implications of fiscal choices for the recovery in the near term, can help serve both objectives,” suggested Bernanke.

On the range of possible measures the Fed can take, Bernanke said, “The Federal Reserve has a range of tools that could be used to provide additional monetary stimulus.”

Referring to the Federal Open Market Committee (FOMC) meeting next month, the Fed Chair said, “We discussed the relative merits and costs of such tools at our August meeting. We will continue to consider those and other pertinent issues, including of course economic and financial developments, at our meeting in September.”

“The Committee will continue to assess the economic outlook in light of incoming information and is prepared to employ its tools as appropriate to promote a stronger economic recovery in a context of price stability,” hoped the Fed Chair.

Citing that the U.S. “economy is suffering today from an extraordinarily high level of long-term unemployment, with nearly half of the unemployed having been out of work for more than six months,” Bernanke said, “policies that promote a stronger recovery in the near term may serve longer-term objectives as well.”

For the short term, Bernanke suggested, “putting people back to work reduces the hardships inflicted by difficult economic times and helps ensure that our economy is producing at its full potential rather than leaving productive resources fallow.”

“In the longer term, minimizing the duration of unemployment supports a healthy economy by avoiding some of the erosion of skills and loss of attachment to the labor force,” the Fed Chair said.

Greece slows action on bond swap for governments to assess bonds

Athens, Greece (AHN) – Greek Finance Minister Evangelos Venizelos has called on his colleagues worldwide to help his government assess global holdings of Greek government bonds before the embattled country proceeds with a proposed bond-swap deal.

Venizelos sent a letter Friday to foreign finance ministers asking for help in compiling data on the amount of Greek government bonds held by banks in their countries. Greece won’t proceed with the bond swap if private participation falls short by 90 percent.

Under the deal, private holders of Greek bonds will be asked to exchange them for other bonds that pay less interest over a longer time frame. Investors holding 90 percent of all bonds are eligible to participate, including 90 percent of those maturing in June 30, 2011, and August 31, 2014.

In July, eurozone leaders agreed a new financial package for Greece worth $156 billion (109 billion euros), its second bailout by the European Union to cover the country’s financial needs.

Greece will be allowed a longer term to repay its debts but the government has to continue with a number of spending cuts to reduce its debts. The Greek economy’s debt totals 142.8 percent of the country’s annual economic output.

The European Union and International Monetary Fund agreed to bail out Greece for the first time in May 2010, with a rescue package amounting to $146 billion (110 billion euros).
