IMF and Bill Clinton warn of excessive U.S. debt

Washington, D.C., United States (AHN) – An international agency and a former president warned the U.S. about the perils of its excessive spending on Wednesday.

The International Monetary Fund pointed out that the U.S. debt burden is on an unsustainable trajectory, but advised Washington against a sharp correction to protect its fragile economic recovery.

In its yearly review of the American economy, IMF urged U.S. officials to reach an agreement on a deal to raise Washington’s borrowing limit.

The IMF estimated that the U.S. budget deficit would hit $1.4 trillion this year, higher than last year’s $1.29 trillion gap. However, it is slightly lower than the record-high $1.41 trillion registered in 2009.

The fund also forecast a lower economic expansion this year for the U.S. at 2.5 percent and 2.7 percent for 2012. It is lower than the U.S. Federal Reserve’s projection of a 3.3 percent gross domestic product growth rate next year.

Former U.S. President Bill Clinton made a similar warning on Wednesday in his address at a conference on job creation.

He said the U.S. spent too much money and continues with such a policy that there might not be enough funds left for the future. Clinton also said at the first panel discussion at the Clinton Global Initiative two-day conference in Chicago that Washington is borrowing too much, which would create more problems later.

The former president suggested a better mix of federal spending and taxes as a proportion of U.S. GDP. He stressed the federal government could no longer afford to spend 25 percent of the country’s GDP on government expenditures, but tax only 15 percent of the GDP.

The two separate warnings come amid a deadlock between President Barack Obama and congressional Republican leaders over how to reduce the budget deficit and reach an agreement that would raise the U.S. borrowing limit.

Obama’s approval ratings drop as economy stagnates

New York, NY, United States (AHN) – After slowly inching upward, President Barack Obama’s approval rating has once again dropped, based his handling of the nation’s economy. The downward move ties his lowest rating ever, in of October of last year.

Based on a recent Harris Poll, one-quarter of Americans (27 percent) give the President positive ratings on the overall job he is doing on the economy while almost three-quarters (73 percent) give him negative marks. Last month, one-third (32 percent) gave him positive marks and 68 percent gave the president negative ratings on the economy.

The future of the economy is also seen in a negative viewpoint. In February, more than one-third of Americans (34 percent) said they expected the economy to improve in the coming year, one-quarter (25 percent) thought it would get worse and two in five (42 percent) believed it would stay the same. This month, just one-quarter (26 percent) expect the economy will improve in the coming year, one-third (33 percent) say it will get worse and two in five (41 percent) believe it will stay the same.

One thing the White House also has to deal with in the next few months is the issue of the debt ceiling and whether it should be raised. Only one in five Americans (21 percent) are in favor of raising the debt ceiling while almost half (45 percent) are not in favor of raising it. However one-third of U.S. adults (34 percent) aren’t completely sure if it should be raised nor have a firm grasp of what it is.

If the debt ceiling is not raised, the government will be forced to temporarily stop paying for certain things to conserve funds.

With the presidential election 16 months away, one of the main areas expected to be hotly debated and used as a political hammer will be the economy.

Lebanon’s new leaders face economic-credibility problem

Beirut, Lebanon David Rosenberg – Lebanon may finally have a new government, ending a nearly half-year political vacuum, but it’s got a lot of catching up to do in order to set right an economy upset by regional turmoil and domestic uncertainty that has kept investors and tourists at bay.

Economists and investors are doubtful that the country’s new leadership – a 30-member team of ministers dominated by the Shiite Islamist movement Hezbollah – has the political wherewithal to address the problems. Since Prime Minster Najib Mikati unveiled his cabinet June 13, analysts have been lowering the forecast for economic growth while market capitalization on the Beirut Stock Exchange has declined about 3 percent.

“Clearly there is skepticism, given the challenges the new government faces,” Nassib Ghobril, chief economist at Beirut-based Byblos Bank, told The Media Line. “Whether it will be able to focus on the socio-economic and financial issues or be engulfed in the political scene, given what’s happening in Syria and increasing likelihood of indictments related to the Special Tribunal for Lebanon, remains to be seen.”

Democratic Lebanon escaped the unrest that has swept over much of the Middle East this year, but its $60 billion economy is reliant on foreign investment, tourism and regional trade. Just as the mass protests engulfed the region last January, Lebanon’s government was forced to resign, leaving the country largely leaderless until Mikati assembled his coalition just two weeks ago.

As a result, the coincident indicator, a monthly estimate of Lebanon’s gross domestic product pointed to real annualized growth of less than 1 percent in the first quarter of 2011 following strong performances in each of the previous two years. Barclays Capital last week cut its outlook for GDP growth this year to 3 percent from a previous estimate of 5.3 percent.

Barclays is among the more bullish estimates for the economy. The International Monetary Fund is predicting growth will slow to 2.5 percent for the year while the Economist Intelligence Unit is looking for just 1.3 percent. Economists are looking for some improvement in the second half of the year by virtue of the fact that now there is a government in power.

“It’s better to have a government than the vacuum we had in last five months,” said Ghobril.

Mikati is a billionaire businessman who enjoys the confidence of the business community, and both the economy and finance ministries are assigned to people close to him. But the power behind the scenes in his new government is Hezbollah, which the U.S. government has designated a terrorist organization.

Adding to his troubles, Mikati enters office at a particularly delicate time in Lebanon.

Next door in Syria, President Bashar Al-Assad is struggling to put down mass protests that have left more than 1,400 dead and sent refugees fleeing into Turkey and Lebanon. Syria is a conduit for Lebanese trade with the Arab world while Damascus plays the role of political kingpin in Lebanese politics, creating a source for stability or for chaos. Many Lebanese worry that Al-Assad may fan the flames of sectarian violence in Lebanon to prove to the U.S. and Israel that only his rule is capable of keeping the region quiet.

“The situation adds to the uncertainty of the environment. Investors delay investment decisions to have a clear outlook of the political situation,” Marwan Barakat, chief economist, at Bank Audi, told The Media Line. “In the best-case scenario, it will be year of moderate growth given what happened in the first half and given the uncertainties prevailing even after the formation of new governments.”

The most immediate political test facing Mikati, however, is the United Nations Special Tribunal for Lebanon (STL), which is probing the 2005 assassination of Saad Hariri, a former prime minister. Hezbollah engineered the fall of Lebanon’s last government, led by Hariri’s son Rafik, after he refused to reject the STL.

On Monday, pan-Arab newspaper Asharq Al-Awsat reported that the STL was expected to make a request to Lebanese authorities to question five Hezbollah members in the next few days. Other media reported that the three Lebanese judges on the tribunal were summoned to the STL’s Hague headquarters three days ago in an effort to protect them ahead of the release of the indictment and in its aftermath.

The hardest hit segments of Lebanon’s economy have been tourism, where a sharp 15.5 percent drop in tourist arrivals in the first quarter helped to create Lebanon’s first current account deficit since 2005, according to the Barclays report. Foreign investment also declined and to a lesser extent so did the money that Lebanese expatriates send home, which is a key driver for the economy.

While Lebanon was a rare island of stability in the Middle East, the absence of a government meant it couldn’t exploit the opportunities to lure tourists who had to cancel their Egyptian and Tunisian holidays, said Ghobril of Byblos Bank. Nor did it act to attract capital flowing out of the Gulf countries.

The tourism outlook will probably improve in the second half, but it will be constrained by Ramadan’s timing this year in August, which will dent travel by Muslims. Consumer spending by Lebanese is also offsetting the adverse effects of the Arab Spring, added Barakat of Audi Bank.

Economists say that the Mikati government has a long list of structural and fiscal reforms to address, but at this point, Barakat said investors would be happy if Lebanon’s leaders ensure peace and quiet.

“The main aim of the government should be to foster stability. Any political or economic action has to focus on maintaining stability in a difficult domestic and regional environment. This is the challenge, much more the structural reforms,” Barakat said.

U.S. economy grew at tepid 1.9% during first quarter

New York, NY, United States (AHN) – The United States economy grew at a slow 1.9 percent pace during the first quarter of the year a slowdown in growth that Federal Reserve policy makers hope will only be a temporary.

In contrast, the economy grew at a more robust 3.1 percent rate in the previous quarter. Still the 1.9 percent figure was better than the 1.8 percent rise in gross domestic product predicted for the first quarter by government officials last month.

Real gross domestic product is the total output of goods and services produced by labor and property located in the U.S.

“The increase in real GDP in the first quarter primarily reflected positive contributions from personal consumption expenditures (PCE), private inventory investment, exports, and nonresidential fixed investment that were partly offset by negative contributions from federal government spending and state and local government spending. Imports, which are a subtraction in the calculation of GDP, increased,” the U.S. Department of Commerce Bureau of Economic Analysis said in a statement.

Federal Reserve forecasts weaker growth for the U.S. in 2011, 2012

Washington, D.C., United States (AHN) – The Federal Reserve reduced its forecast for the U.S. economy for 2011 and 2012 on Wednesday. For this year, the Fed estimates that the country’s economy would expand from 2.7 to 2.9 percent only.

It is lower than the U.S. central bank’s April forecast of a 3.1 to 3.3 percent rise in gross domestic product.

Fed Chairman Ben Bernanke attributed the lower outlook for the American economy to the impact of higher prices on consumer spending, weakness in the financial sector and the ongoing decline of the housing market.

But Bernanke added there is no precise explanation for the persistence of slower pace of growth, and admitted some of the head winds that hit the economy apparently are stronger or more persistent than officials thought.

Bernanke also warned that unemployment rate would continue to remain high until the end of 2011.

The Fed, in effect, took back its view that the economic slowdown was only temporary. However, despite the lower economic forecasts, the Fed said it will end by June 30, as scheduled, a program of purchasing large amounts of Treasury bonds and did not indicate if it will pursue new action.

Because of the weaker outlook, the central bank’s Federal Open Market Committee, at its 22nd meeting, voted unanimously to keep key lending rates between 0 to 0.25 percent. The rate has been at that level since December 2008 in a bid to boost the country’s GDP.
